Indexing a file does not authorize it to speak

A document enters the library, and stays inert, until somebody with authority records its owner, version, effective date, audience and approval. Approval is an act a person takes, not a side effect of an upload.

The answer names the paragraph

Supported answers cite the document and the section they came from, with its effective date, so the resident can check the answer against the source rather than trust it.

It abstains, and abstention is the feature

When the approved record does not settle a question, it says so and routes to a person. A system that always produces an answer is a system that will eventually invent one, and a board carries what it said.

A resident and a director see different buildings

Retrieval is bounded by the authenticated property and the reader’s role. Board material does not surface to residents because the phrasing of a question happened to reach it.

Superseded documents stop answering

When a rule is amended, the prior version leaves the answering corpus and stays in the record. Most bad answers in this category are not fabrications; they are last year’s policy, quoted accurately.

Resident asks

“Can my daughter park in a visitor space over the holidays? She is staying two weeks.”

Visitor spaces are limited to 72 consecutive hours, and a stay beyond that needs written approval from the manager. — House Rules, § 6.2 (Parking and Visitors), effective 1 January 2025. A request form is linked below.

Resident asks

“Can the board fine me for this if I do it anyway?”

It declines

The approved records set out the parking limit but do not establish a fining procedure for it. This needs a person: sent to management, with the question and the rule attached.

Illustrative. What matters is that the second answer is the harder one to build and the more important one to have — a fining procedure is a legal question with statutory notice requirements, and a confident guess there is precisely the answer that costs an association money.

Intended outcome

Residents get answers at eleven at night, and the board still controls what the building is allowed to say.
